Alyssa focuses her practice on natural gas and oil pipelines, electricity transmission, and energy market regulation, representing clients before the Federal Energy Regulatory Commission (FERC or Commission). Prior to joining Wright & Talisman, Alyssa was an attorney-advisor in FERC’s Office of the General Counsel, Energy Projects. In addition to her work on hydroelectric licenses and natural gas orders, Alyssa also advised on matters regarding construction and operation of hydroelectric facilities and jurisdictional status, operation, and abandonment of natural gas facilities.
Previously, as part of FERC’s Office of Enforcement, Division of Investigations, Alyssa gained valuable experience in matters related to notice-and-comment rulemaking, due process, and enforcement actions under the Federal Power Act, the Natural Gas Act, the Natural Gas Policy Act, and Commission regulations. While in law school, she served as a law clerk for the Department of the Navy’s Office of General Counsel focusing on energy, real estate, and environmental issues and for the Pennsylvania Office of Attorney General Environmental Crimes Section where she participated in natural gas infrastructure investigations under state law. She also served during law school as an energy and property rights research assistant at Pennsylvania State University Law School and Energy Institute. Prior to law school, Alyssa worked as an environmental compliance and planning professional for the Naval Facilities Engineering Command where she sought federal, state, and local permits for construction projects and existing assets on federal lands.
