Anna has nearly twenty years of experience advising on a wide variety of wholesale electric and natural gas matters, giving her deep insight into a wide range of pressing energy issues. On the electric side, she has worked on a broad range of matters involving regional transmission organizations and independent system operators. On the natural gas side, she has worked on rates, terms and conditions of service, certificates, and gas-electric coordination.
Prior to joining Wright & Talisman, Anna held multiple leadership roles during her long tenure at the Federal Energy Regulatory Commission (FERC), including Senior Legal Advisor and Managing Attorney in the Office of the General Counsel’s Energy Markets Division. She also served as a Legal Advisor to Commissioner Colette D. Honorable. During her time at FERC, Anna worked on countless tariff filings and rulemakings, including Order Nos. 787 (gas-electric operational information), 809 (gas-electric scheduling coordination), and 904 (compensation for reactive power), as well as audits, investigations, and enforcement matters.
Experience
Advised senior leadership and FERC on PJM-related matters, including tariff filings related to capacity and energy markets, transmission, interconnection, ancillary services, and FTR markets.
Lead attorney on multiple rulemakings concerning gas-electric coordination, including Order Nos. 787 and 787-A, Communication of Operational Information between Natural Gas Pipelines and Electric Transmission Operators, and Order No. 809, Coordination of the Scheduling Processes of Interstate Natural Gas Pipelines and Public Utilities.
Lead legal advisor on Order No. 904, Compensation for Reactive Power Within the Standard Power Factor Range.
Legal advisor to and primary point of contact for FERC Commissioner on MISO, bilateral markets in the Southeastern United States, natural gas, oil, and NERC.
Lead attorney on multiple orders whereby the Commission, acting sua sponte, initiated NGA section 5 proceedings against interstate natural gas pipelines regarding the continued just and reasonableness of their rates.
