Barry S. Spector
President

Mr. Spector, a managing shareholder of Wright & Talisman, P.C., has practiced energy law for nearly 30 years. He represents electric utilities in matters before the Federal Energy Regulatory Commission (FERC) and state and federal courts.

Mr. Spector is one of the leading lawyers in the field of independent system operator and regional transmission organization (RTO) representation, described by Chambers USA in 2004 as having "single-handedly set the standard for the representation of system operators." Since 1997, he has been the primary regulatory counsel for PJM Interconnection, L.L.C., the largest regional transmission organization in the world. He also is the principal counsel for Southwest Power Pool. As counsel to these two large regional organizations, Mr. Spector is versed in every aspect of the regulation and operation of system operators, their extensive and growing transmission networks, and their new markets for energy products and services.

Recently, with the stepped up enforcement activities of the FERC, Mr. Spector also has been representing those facing regulatory audits and FERC enforcement proceedings, advising on self-reporting of regulatory violations, and providing other related advice on compliance and regulatory monitoring.

Mr. Spector represents clients in all types of regulatory matters, civil litigation, antitrust, mergers and acquisitions, and appellate matters, and provides legal advice on all aspects of energy regulation.

EDUCATION
Mr. Spector is a 1976 graduate of the National Law Center at The George Washington University, where he graduated with high honors and was awarded Order of the Coif. He received his B.A. in 1973 from the University of Rochester, in Rochester, New York, where he graduated with distinction in economics.
