DESCRIPTIVE BIO
Ms. Reed's 17 years of energy law practice includes extensive experience representing electric utility clients. Her practice has emphasized the representation of transmission owners in a variety of matters such as transmission rates, tariffs, regional transmission organization ("RTO") formation, asset sales, and mergers in proceedings before federal courts and agencies.


A current, substantial aspect of Ms. Reed's practice is the counseling of the Midwest ISO Transmission Owners on all regulatory matters. She continues to represent other U.S. and Canadian entities on electric regulatory matters as well.

Ms. Reed is recognized as a leader in the energy field by Chambers USA. In particular, Ms. Reed received praise in the publication's 2006 edition "for her dedicated and relentless efforts to secure optimal results for her clients" with peers stating "[r]epresenting a group of entities isn't easy; and she is so good she appears to do it effortlessly.".

Prior to joining Wright & Talisman, P.C. in 1994, Ms. Reed was an associate in the energy and administrative practices of another law firm in the District of Columbia.

EDUCATION
Ms. Reed earned her law degree in 1992 from the Marshall-Wythe School of Law, College of William & Mary, where she was the Editor-in-Chief of the William & Mary Journal of Environmental Law. Ms. Reed is a native of Virginia and received her undergraduate degree from the University of Virginia in 1989, where she was awarded Phi Beta Kappa and graduated with a Bachelor of Arts with Distinction in History.
