DESCRIPTIVE BIO
Ms. Hong concentrates her practice in the energy regulatory and transactions area. She represents clients before the Federal Energy Regulatory Commission (FERC) in proceedings involving open access transmission, stranded costs, mergers, ratemaking, power sales, enforcement, standards of conduct and related matters. Ms. Hong is actively engaged in advising clients on a broad range of electric utility regulatory and transactional matters, including mergers and acquisitions, transmission, qualifying facilities, exempt wholesale generators, market-based rates, affiliate and compliance issues. She also advises clients on electric regulatory issues relating to the Energy Policy Act of 2005 and the Public Utility Holding Company Act of 2005.

In addition, Ms. Hong represents and advises clients in negotiating and drafting power purchase agreements, interconnection agreements, fuel supply and Operation & Maintenance (O&M) agreements, and joint transmission line ownership and operation agreements.

EDUCATION
Ms. Hong received her B.A. degree in 1991 from The George Washington University and her J.D. degree in 1996 from Georgetown University Law Center.
