DESCRIPTIVE BIO
Mr. Collins's practice focuses on energy regulation and environmental law. He represents electric and natural gas clients before the Federal Energy Regulatory Commission, other federal agencies, and the federal courts. This representation focuses on natural gas rate and certificate proceedings as well as electric tariff implementation and compliance matters. The environmental law aspects of his practice include surface and groundwater protection, air quality matters, permitting and licensing, and management of solid and hazardous waste and resource recovery (waste-to-energy). These matters range from litigation to rulemaking, legislation and client counseling regarding environmental compliance and operational responsibilities.

EDUCATION
Mr. Collins earned his law degree from the American University Washington College of Law in 2007. He earned his B.A. in East Asian Studies and History from the University of the South in 2002 and his M.A. in East Asian Studies from Washington University in St. Louis in 2004.

BAR/COURT ADMISSIONS
Mr. Collins is a member of the Maryland Bar.  His practice is limited to matters and proceedings before federal courts and agencies.  He is admitted only in Maryland.
